When did my project start?
Your project starts the day the fund is reflected in the PFMS portal, unless otherwise indicated by the ISRO. As per our record, most of your project have started from 19 November, 2025 as the fund is reflected in the PFMS portal on 18-11-2025. A few projects have got their funds at a later date.
The fund is not shown in the ZBSA or holding account, only shown in the PFMS portal. How am I supposed to utilise the fund?

Once the fund is reflected, you can write to the finance officer of your institution (or any officer of that rank) for sanction and get the fund utilised as per your institution’s rules & regulations.
Am I supposed to utilise all the released fund for. My project by March 2026?
No. The fund released is for 6 months with the equipment amount (if any) released in full. Some of you may have got the full fund released in other heads as well. Please refer to the breakup we’ve sent you earlier. So, initially you should get the fund sanctioned from your institute against the released fund which should include full equipment or any other heads, if indicated in the breakup, and other amount proportionally for four months from December 2025 to March 2026 (assuming your project started from 18 November, 2025).
Can I transfer fund from one head to another at my level?
Strictly NO. This is NOT permitted and if detected, will be considered as a malpractice and your project may be foreclosed.
It seems that some of my budget heads have more than required and I want some more fund in another head. What should I do?
You MUST utilise the fund as per the breakup only. If you feel that some funds may be re-appropriated, you should raise it as a request in the next JPMC meeting. If approved, you can utilise it accordingly.
What is the role of my ISRO Co-PI(s)? Should I include his / her name in my publications related to this project?
You should have a very close coordination with your ISRO Co-PI(s). Regarding inclusion of name of the Co-PI(s), you should decide it yourself considering the level of involvement. We DO NOT have any guidelines in this regard.
I have changed my institution and it is still a recognised institution of higher education and located in the seven Northeastern states. What should I do?
You should immediately inform the ISRO HQ (CBPO) and us and wait for our instructions.
I have changed my institution and it is located outside of Northeast. What should I do?
You should immediately inform the ISRO HQ (CBPO) and us. As your institution is outside of our (RAC-S@GU) jurisdiction, it will no longer be handled by us.
Should I inform RAC-S@GU about all our activities including publications, advertisements, etc.?
No. It’s your project and you should handle it as per the rules & regulations of your institute. But do keep us informed about your progress and any change of goals, funding heads etc.
It seems that my equipment head needs more fund. What should I do?
Nothing can be re-appropriated at this moment. If you need more fund in any head, please raise it as a request in the next JPMC meeting. If approved, you will get it.
Can I buy a piece of equipment under Contingency?
Simple answer is ‘NO’! The Contingency head is for supporting expenses like small furniture’s, stationaries etc.
How am I supposed to utilise the Overheads?
The Overheads is for your institute. Some institute (like GU) has a policy of giving up a percentage of from Overheads to the PI for infrastructure development. You should follow your own institution’s rules.
